So I did a little experiment and put goat poop in 2 of the six Bell Peppers I have.
They are still in the 6 pack containers (I cant seem to get my SO to help me dig the garden....).
The 2 with the poop have grown much taller than the others but are a lighter green. The couple of the ones without the poop are starting to get little buds.

Does bellpepper do better without fertilizer?
The dirt is hard as a rock and its going to take me into next weekend to get it worked right so what size pots should I put these peppers in?

Ive had them for about 2-3 weeks now

I know that with Tomatoes if you over fertilize you get gorgeous green leafy tomato plants with very little tomato fruit. I am not sure if it is the same with peppers. Sounds like it might be.

Could the poop be burning the pepper? Maybe you should have done a tea versus putting the poop on the pepper. I also think that some nitrogen would be used up during the decomposition of the the poop that may take away from the plant itself.

It has been my experience and in reading that pepper like nitrogen almost to the point of burn.

Some manures can be high in nitrogen but your manure sounds like it is high in grass (fiber) so it is actually tieing nitrogen up (hence the yellow color).

Once the plant reaches full size, limit nitrogen as the plant will become very dark green, heavy stemmed and no peppers.

All plants want to be fed and manure is not always the answer as you have to know what's in the manure and what are you using it for.
