When buying seed for next spring......can you tell what seed is a GMO? Will the seed catalog state that?

It's more likely to say it is NOT GMO. As in produce, there probably isn't a requirement to state if it is GMO. Best to just buy from a company that assures you their seed is not GMO. I think several companies were listed in another thread here.
Edited to say it was on the SS forum that the discussion about GMO/non/GMO seeds occurred. One suggestion was the Sustainable Seed Company, for certified organic, non-GMO seed. It said Baker seed is not necessarily GMO. I don't know, just reporting what they said.

Seed companies that are proud to go through the expense of testing to make sure that their seed is not tainted with GMO genes proudly state it on their websites and their catalogs.

In seeds, if it is a GMO, it will say it is. You will also have to have a license to grow it. No matter who you buy vegetable seeds from, you should not have to concern yourself over that.
Only GMO in home market is Bt and RR sweet corn that you are suppose to have a license to buy it. Some non-ethical markets may sell it to you without asking. That's on them. You will know it as that seed is like $20/lb wholesale.

Like food- anything labeled "organic" will not be GMO. Seed Savers Exchange is organic and has lots of nice choices....

Most seed is non-GMO, very few items come in GMO form, and unless you are buying your corn or soy or alfalfa in bulk quantity chances are your seed will not be GMO. Most are only labelled organic or not.
So I wouldn't worry for your garden.
