wonder what the green metal pipe is for. Not tied down enough for rebar. Might be sensors.

As as far as your age, unless you're at the end of life right now, this will be done soon. The winter (hope its good) might need to use this if we get enough snow melt..

the metal rebar is to hold the secant cutoff wall in place in case there is a large amount of water going down the emergency spillway and there is a lot of erosion below...

the emergency spillway (what that video is mostly about) was used only the one time so far since the Oroville Dam was built.

the regular spillway should be done on time. some years it doesn't get used, but it will be interesting to see it when it does happen. i'm sure the media will be invited.

i watch it being built almost every day if i have a moment. i have done quite a few hours of study on the whole water system out there as an interest/hobby.
