Little crawlies on my seedlings

I have some seedlings that I have inside. They are doing fairly well and I have a couple potato plants that are doing great. Today I noticed that there are little white larve-like things on the pellets that the potatos are in. They are on a couple other rows that are closest to the potato, but not on all the rows. Any ideas what it might be and what I can do about it? I am really, really new to gardening and I know next to nothing.

I'm having a hard time picturing this. Are they on the plants or are they on the dirt to the plant?!

I'm thinking white flies? I had white flies BAD on some of my inside sprouts. They lay little white eggs under the leaves of the plant.

If you are talking about white little itty bitty sqiggly worms... those are the larva of some black knats. They are harmless to your plants, but very irriating once they start flying.

Look for a insecticide soap spray to try to get rid of either.
