Maggots on the turnips?

I pulled up a few turnips this evening and every one of them had what i think are maggots eating the turnip. What on earth can be done to combat them, also where do they come from and can they spread? I have really been having some odd problems with this seasons garden, but this the oddest so far!

They are in my butterbeans too! I've had them before, but not in enough numbers to worry about. But my butterbeans? Yeah, how do we get rid of these annoying little creeps?

That's got to be discouraging! Never mind disgusting.

Here's some info on dealing with them . Sounds like row covers and beneficial nematodes are effective.
