Mint is damaged, what bug is this ?

I did not think any bug ever bothered mint. These are ALL over the plants. See the damage. Is this caused by the insect? There was also a bit of foamy blobs where the leaves join the stem, Those had gone/dried out by the time I was back with a camera. So.... What is going on?

That unit looks similar to our Harlequin bugs. Harlequins are broader a bit, and have a thing orange line around the edge with an added little design. Harlequins are not as bad. A few holes in leaves. Frogs n Lizards love them.
