One consideration is that peas really don't like warm roots. I don't know whether that would be a prohibitive problem in your climate.

Yes you can grow peas in a hanging basket. Usually you can plant 3 to 4 pea plant's succesfully in a 10 inch or 12 inch basket. They will cascade down on their own, will be easy to pick and the rabbits wont eat them first! LOL. Just make sure if you want them for this year, you grow the late variety of peas for your zone. Do some research to find the best variety for late planting in your zone. Also make sure your potting soil has the same kind of nutrients needed for peas, as your garden soil does.
