You will get a lot more information by Googling Sunset zone map. The USDA takes severity of the Winter as their only criteria. Sunset takes a lot of other factors into consideration.
They presently cover only the Western states but you can find an area that is like your climate wherever you are. The states they cover have every climate fron sub tropical to sub arctic.
