Really strange seedling!

I have a tomato seedling that has sprouted. At the top where the leaves should be it looks like the seed is there instead. Anyone ever see this? Will the seed fall off and expose leaves? :idunno

It should. Might look kinda like arms stretching up to head before the seed shell falls off.
I haven't even started any seeds yet. We are getting snow, again!

That's pretty common with lots and lots of sorts of seed. The seed coat can get caught on the cotyledons (seed leaves) for a while. Most likely it'll fall off on its own.

Rarely it will persist; if it becomes clear it's stuck that way, long-term, you can gently remove it by pinching it off along iwth the tips of the cotyledons, but you have to be careful b/c you don't want to accidentally nip off the whole top of the shoot along with the plant's only growing point :p

in my experience, when this happens, the growth of that particular plant is stunted, I've had some that never recovered and others took weeks to catch up to their kin.

I usually just carefully pinch the seed hull off the leaves and they do fine.
