Type of aphid??

Hi all,

Does anybody have any idea what this is? At first I thought is was a type of aphid and then realized it was on one of my milkweed plants I grow for the butterflies. After looking up Zebra Butterflies, I then thought they could be butterfly eggs. DH looked at them with a magnifying glass and told me the wiggly ones have tiny little black legs. Now I have no idea what they are. Any ideas??
