I had some double knock outs that sat in a pot all winter and a few of them looked rather dead..

I pulled them out of the pot and looked at the roots and there were some white fuzzier ones in there so I just decided to go ahead and plant them.

Also I have the mexican petunias that still arent doing ANYTHING. I pulled one up yesterday and looked at the roots...
While some looked not so great there were some white ones with systems going off.

What does a hopeful root look like?

It seems like in zone 8, you should have substantial growth on most anything that made it through "winter". It never hurts to give something another chance, but even here in zone 4, I have tons of new growth on roses...I like to have a little hospital area in the garden, for those plants that I think might make it. Somewhere in a back corner, where you won't mind if they don't look perfect...Good luck!

Good idea from Lesa... I have a small bed out near the pond I let things move to when they'd don't seem to be doing well and give them a chance to come back. The heathier plants end up getting moved to the from garden.

Go ahead and give your rose a chance.

My climbing rose took off with new growth mid last month in Zone 7b
