I have tried triple curled and flat leaf Italian.
And, I have germination on the triple curled! Even sage is popping a couple up.
And I think I may have found a clue... since herbs in general prefer slightly drier soil, maybe the seeds don't like to be fully wet... just moist, not wet. So...

The veggie garden has hog wire panels, and a half panel serves fir the gate. While woody is a well fed critter, it fits through one of the openings that you wouldn't think it would. Chicken wire was put up a good 18" to cover the lower openings but apparently not enough.
Not much happening out in the gardens, since the woodchuck has made his/her presence known again. I believe the demon has also found a way into the fenced veggie garden, as several perennials wintered in empty beds were nibbled on, and the clover cover crop was 'mowed' in one bed.
