Brussel Sprouts ...where to start them?

I planted some brussel sprouts with the collards and turnips in September of last year. The turnips did really well, as they usually do and the collards grew to about 6" and stopped. The brussel sprouts grew to about 12" and have survived the 2 snows we have had this year which totally covered the little plants. So they are still at 12" or so. After 5 months of growing, only 12" tall. So what did I do wrong? I have some more seeds, but do not want to put them in my garden to take up valuable space. I plan on tilling the others in for spring planting.

P.S. They are growing amongst the turnips, which have all died. There is one in my raised bed, all by it's lonesome, it's only 6" tall. :p

peeps. I am in SE LA and mine only got about a foot maybe foot and a half tall as well. I think that we just don't have the climate for them. Like no only is it warm, cool and sometimes cold in the winter when we grow them but we also have to deal with the short days. whereas if we grew them in Santa Barbara, CA (I did it was awesome) we would have a relatively long cool spring season and they could get really taller and produce more. We cant do spring cause the heat will set in way before they produce.
