I've only ever done this with potted indoor plants, but have read that it can be done on a whole-garden scale -- lay chickenwire on the soil, and lightly mulch over (just so you don't see it). The cat will not like how the wire interferes with his pawing, and will go (and hopefully also "go", if you know what I mean) somewhere more hospitable. Cut holes thru the wire to plant thru (or I suppose you could just lay it between rows in a veggie garden, dunno).

Get a guinie hen, it will eat yer bugs and weeds and will OWN the territory inside the garden fence.
