Yep....a nice whether goat would and could pull that. The one in the pic is not a goat, though...think that one is a sheeple.

Pretty cart! But, realistically, how often would you go for a ride with your goat and cart? I'd rather have the animal(NOT a goat) to pull a work cart and use it for working around the place. You'd have much more enjoyment out of a Newfoundland with that cart and you could take him to work with you as a bonus.

If you pull a cart with a goat, DON'T put anybody in the cart! In the early 20th century there was some program I read about that gave away ponies to children. They were American Shetlands/crosses, and the children broke them to ride and drive. One small child riding/driving a pony. You figure that a horse/pony can pull 4x what it can carry, but 4x every day and you'll wear the horse/pony out. Recently there was an online story of an Amish man overloading a wagon being pulled by ONE average sized horse. It SHOULD have been two horses or one draft (Belgians are their favorite). The horse collapsed from the heat and exhaustion from the load and was later euthanized.
Dogs pull carts, too, and responsible owners use them instead of pushing a wheelbarrow, just for perspective.

If you are seriously choosing between a goat or a pony/mini horse - I'd go with the goat. Besides being able to pull a cart, it can clean up fence lines and wild areas when it's not working. And, it will stay in good shape with less/cheaper feed.
But - either way, you need to think about a pair.
