Dalias and Peonies are certainly favorites but a little clearer idea of what you are trying for, would be of help.

You have named perennials but does that mean annuals are excluded? Would there be the Indoor environment for starting the annuals? It sounds as though the sheep ranch is a for-profit outfit. What is the intended use for the flowers? Are they for landscaping on the ranch itself?

Seasonality is important — a rush of Springtime booms or flowers throughout the growing season. Dahlias tend to be fairly late, Peonies, early.

Perhaps my favorites are Iris. They bloom early when flowers are appreciated, are very showy, and many have a pleasant fragrance. I like apple blossoms for that early in the year quality. Crab apples in bloom really can lift the spirit :).

Annuals can fill garden beds with blooms. Some may not make much of a contribution to the landscape outside of those weeks. Some continue to bloom if the flowers are removed as they fade. Snapdragons do that and can be cut for indoor bouquets.
