The lower left leaves look more like Gaillardia AKA blanket flower (Gaillardia x grandiflora). That would leave straw-like stems from last year's flowers. It is also more of a hardy perennial that overwinters in my area with leaves growing a bit even under the snow.
It's hard to tell from Wisconsin to North Carolina, but that's my guess.
I have a bellflower that looks like that, peach-leaf bellflower. The leaves are evergreen, mine have stalks like that with narrow dead leaves, and seed pods that are roundish with distinct holes in the sides and small dead petal looking stuff out the top. They seed about, tall purple bell shaped flowers. Although it looks a lot like what everyone else mentioned too.
