I've been doing most of my gardening the last 4 years on other peoples property. I put an ad in our local paper. I've even signed a liability agreement. There must be some free source for you to put in some kind of ad asking for gardening ground. If they want you to sign a liability agreement then ask them to come up with the agreement and you will sign it. They just want to know if you hurt yourself on their property then you can't sue them. You are responsible for your own safety. I find that there are people out there that will let you garden on their property if you just ask. It's amazing. Tell them you are into preserving old vegetable varieties from extinction. I put something to that effect in my ads. Make it sound important. After all it is important !
