Help ID-ing this weed!

I was thinking of using herbicides, but I also own a dog, and I'm kind of iffy about using them.
Also, the only herbicide I own is a selective one. Would I simply need to dip into the vial with a paint brush and apply to the roots?

I have done just that with a broad-spectrum herbicide formula, Spainkid.

And when they say "rainfast in one hour" -

I think that would be relevant to a direct application on a freshly-cut surface just as it would be when applied to leaves.
