Doing things by the clock is the way to go!

I'd still set out a cake pan and see how much water is being put on the ground in an hour.

Yeah, check how much water is reaching those plants. A newer planting requires a regular deep soak for a year or two until it gets established. The sprinkler may not be cutting it. One inch per week is the guideline, but new plants may require a little more. I know you're not often there to mind them, but I usually put the water hose at the base of my new trees and let it run at a slow trickle nearly a whole day, about once a week.
