I have a retaining wall that is 4 blocks high with a cap. None of it is cemented in place yet. It will be done, but it's only been there 13 years or so). The grands have often walked along the top with no problems.
The cat, of course, has never had a problem traversing the wall top and Humpty Dumpty hasn't dropped by.
