Ahhh.. Hummm...
A couple of years ago I had some hanging baskets that would NOT hold enough water to keep the plants happy. I dumped them and put a plastic dog dish in the bottom, then replaced the dirt and plants. The dish inside kept a small amount of water available. Maybe something like that could help you?
