If there is no flower I'd give it lime and some fertilizer. Pruning should ONLY be done right after bloom or you will cut off next years flowers. Pruning should never be too extreme.
A lot of times plants that are more than several years old and still not blooming can be shocked into it by root pruning in an incomplete circle around the plants. About 2' or so from the trunk. Also they don't need any extra nitrogen since they can fix it from the air. If you give them too much N they'll just be big vines with really green leaves.
