Musser Forests and Forest Farm both sell plants in gallon pots, as well as smaller pots. Of course the bigger the pot, the higher the shipping. I've heard good things about Forest Farm, but I have had personal experience with Musser Forests and they are GREAT. They often have specials that are just exceptional. Last spring I got spirea and lilacs for $1 a piece in groups of 20. With shipping an treatment it came to about $25 for 20 4" shrubs. Their bigger plants are reasonably priced, IMHO.
