I have raised beds and 4 horses. Any moldy alfalfa hay is used in the walk ways between the beds and I use the the hay in the beds also. As soon as seeds sprout on if I am planting seedlings I completely cover every square inch of the bed with 4"-5" of alfalfa, except for a smal area around each plant. You don't want the hay actually touching your plants. It keeps the beds moist and most definitely keeps out the weeds 100% for me. I did not mulch with the alfalfa my first year of gardening and I had to weed. The second year and last year I mulched very heavily with my molding alfalfa hay and I never have a weed problem.
I'm in NW Arizona, so it might be different for gardens in other areas of the country but for me it is such a time saver and helps me make use of moldy hay.
