What??? Sevin is definitely not safer than DE. Never, ever use Sevin in a garden, nevermind you'd be killing all the pollinators, you're also poisoning yourself!

DE will harm most anything it touches bugwise (including again the pollinators) but it won't harm you, unless you inhale it. It's a physical deterrant for insects, the sharp edges pumcture and dessicate insects and other soil life. I wouldn't use it in the garden for fear it would harm my honeybees.

I would try a Neem product once I identified whatever bug is doing the damage. If you've got tiny holes in leaves, you may have flea beetles. I haven't had much trouble with them, once the plants get big they seem to go away, but here's a page on them and their control.
