onions are flowering, is that normal?

Some of the vedalia onions I planted about 2 months ago are growing really well, they're forming nice bulbs and look healthy but are forming flower heads, is that normal? I thought they only did that when they were left alone to go to seed..

Mine did the same a couple of weeks ago. I just snapped the flower stems off (after some advice on here.)
