It IS a law in VA. I think they even bumped it up last year to an offense that you can be stopped for (as opposed to being added to a ticket once your're stopped for something else). I don't see that it's made much of a difference though.

Correction—ENFORCED the law. Along with enforcing driving in left lane when no one in front of you.....or a line behind you.
