I think cone flower is echinacea. Rudbeckia is a big black or browned eyed susan, and they are tough. Do you have armadillos up there yet?
Deer sounds like a good guess to me.
But I have had other people's dogs come into my flower beds and poop, then do the scratching bit with their back feet and just tear plants right out of the ground. Then another dog comes by the next day and has to do the same thing to cover the first one's scent.
