Hmm. Having grown some great looking Marconi peppers from seed, I am seeing some of the largest start to make blooms. They aren't very tall, maybe 8" so I was wondering if I should pick those blooms off. They don't seem stunted, as the leaves are large and lush.

Have you already set them out?

Root-bound, transplant shocked, suffering from PNW spring cold, windstorms ... I should have had my peppers wrapped in little "Rudy Survivor" jackets in 2014.

No, but they are outside, hardening off. It is so mild here, with no cold expected for the next week. I am seriously considering setting out the peppers and tomatoes. Oh, yeah, there is blackberry winter to look forward to. Maybe I'll wait a while longer. :\
