I've never found seeds from ANY source that some didn't grow.

I think I once had a seller on Ebay whose seed came close. Out of about a dozen packs of seed (each of which was probably 10-12 seeds) only ONE seed actually germinated. And THAT one was not the correct type, if I recall. I had bought seed for the Black Knight morning glory, but what came up looked more like a Grandpa Ott (though in the sellers defense since then I have seen a lot more pictures of the Black Knight morning glory and realize it is a lot bluer in tone than I initially thought, so what I got could have been true to type.)

Your statement about a ebay seller jogged my brain, last winter I bought a pack of about 50 Ghost pepper seeds off ebay and not 1 of the germinated.
I tried starting them in groups of 10 as I had heard they were hard to germinate and never got one sprout!!
These babies were not cheap, about ten cents a seed!!!!
In April I went to a sale at a local gardening preserve, where members of the preserve bring plants they have started over the winter and bought 10 Ghost plants for $1.00 each, and they all produced tons of peppers
