The soil first.

This last winter I tried something different.

I stuffed one of those giant buckets (the ones with the 2 rope handles) with the pine needles and used that as a cap - over more pine needles and the soil on top the carrots. It kept the water off the insulation. I might do that again. Didn't quite have that "natural" look out in the yard thru the winter, tho'.

Maybe you could paint the bucket with daffodils and it would bring spring time to the yard a little early :lol:
