I dump the leaves and grass clippings in the chicken run. Otherwise the open area is just dirt. The chicks love eating the grass clippings.

If you have a tiller you can till their area up in a few months and use that in your garden. I tilled my chicken's run 3x this year and then removed most of it. I left most of the last tilled and they Loved digging in it. If you do not have a tiller or cannot get one inside the coop area, you can use a spade and dig it up.
You problem isn't really the leaves, it is probably your HOA and their views on leaves on your lawn.

I can tell most of you don't understand size of a city garden. place to store a tiller or mower can be half the garden space
