This past Friday afternoon, our neighbors' son's new bike ,that he got for his birthday, was stolen. On Sat. ,another neighbor saw a woman leaving the other neighbors' back yard where they had a travel trailer parked . The door was open. On further inspection , nothing was stolen from the inside. The first home owner called the police to take a theft report. We in this cul- de - sac, learned that the victim has virtually NO LEGAL RIGHTS 
to protect his property or family ... one can NOT point any weapon at the perpetrator, can NOT fire a gun in his/her direction, much less put a finger on the intruder. 
One can ( after helping the thief load the booty ) follow the thief , call the police via cell phone, and take down any description of the thief's vehicle , then file a report. 
On the other hand, the police department has an officer cruise this small town of less than 20,000 people and mark any vehicle's tire with a yellow chalk mark , then come back 2 days later to issue a $100 ticket if that vehicle was deemed to not be moved for 2 days. We all wish that the police would be much more aggressive in investigating a law breaker instead of focusing on homeowners' parking habits. Another issue that we have is that 4 years ago, the very "progressive" planning department allowed a new " Old Town" to be built ... closely built shops, library, 2 fairly large apartment buildings as well as a new subdivision of smaller homes one within 3 feet from the other on very small lots of up to 3500 sq. ft. All of the roads are so narrow that if there is a car parked on marked street parking areas, and if 2 cars were to come onto an intersection and one wants to make a Left hand turn ... well you have a traffic jam. Now , if a fire was to break out anywhere in this "Old town" , just pray that the fire truck COULD get through in time to prevent the whole project from burning down and / or have serous burns to anyone trying to flee the area from the people trying to escape the fire. All this to promote foot and bike traffic.
