If the # on the engine is different~ because of a short block having been installed at some point~ that should be understandable~

In California a person can have a cop or fireman come out to verify the numbers and you can then take the papers to DMV``` Without the old registration```

I doubt that is easy, though. The worst swear word you can use in Ma. is the DMV.
