turning compost in winter?

I was concerned that turning the compost in winter wouldn't be good for it. Will it still heat up if turned. It's made mostly of dry horse manure with some bedding in it. The whole thing was pretty powdery when I made the pile a couple of days ago. Its in a roofed over run-in shed so I've been adding water to it trying to get it going. Is there a chance the dry manure could already be composted?
I'd like it to really heat up since there are hay seeds in it I want to kill.

I just turned my pile a couple days ago. This is my first time composting (straw and chicken poo), and when I turned it, there was steam coming off of it, so I know it is cooking. We have since gotten a few inches of snow, so I am going to wait until the snow melts off the top (we are supposed to have an above-freezing day on Monday), then turn it again. It's going to be trial and error for me.

I don't turn mine in the winter. But that has less to do with compost and more to due with fire ants.
