Here is another photo of VERONICA SURCULOSA, which looks very much like what I have.

I would like to say that I really do like the plant. It does not grow fast. It is very low growing, no more than 2 inches tall. You can walk on it. Very few weeds will grow through it, and it will grow under evergreen trees. It grows well in sun and in shade. I'm transplanting it to other shady areas.

I think it is probably the above plant (VERONICA SURCULOSA), but won't be able to be positive until it blooms again.

In the first photo it reminded me of Kinnickinnick, but maybe not as woody.

I know what you mean. I saw a photo of that and it does look a lot like it, however the plant I have does not turn red nor does it have berries.
