Well they are back again.

Still seems odd. Surfing the net at work is generally frowned upon and that's a lot of downloads. If they wanted them for their own personal interest, wouldn't they just bookmark the site or use Pinterest? I would think the Dept of the Interior would be able to keep a closer eye on their own employees. I know my DH's company monitors how their resources are being used.

I worked at a Federal Credit Union and they had software that limited where you could surf. And, they monitored where you surfed and for how long. He is probably surfing today looking at Plant Tissue Culture sites. Go figure.
