They aren't soldier flies. Too chunky and dull looking. A soldier fly is long and narrow with a metalic sheen. They're often mistaken for wasps. I'm just guessing here but it looks like the behavior of a seasonal insect which has come to the end of its' season and is dying off. They may be laying eggs that wil stay dormant in the soil till next spring. Very few flies are harmful. In most cases they are neutral; they're just there, doing neither harm or good to your plants. What would make them think your tomato cages are the best place for a farewell party is a mystery known only to flies.
