I hate to see a dog get hit. I hate even worse to hit one. I have hit dogs a couple of times and no, I didn't stop. It might seem mean to not stop but I didn't want to get into an altercation with ignorant people. The very same people who let their dogs run loose will be ready to fight if you run over it and want you to pay the vet bill. The way I see it, if their dog suddenly means so much to them, then why didn't they keep it in their own yard and off the road? If my dog got run over, it would be my fault for it being out in the road.
There is a man around the corner from us with a Great Pyrenees that just showed up and stayed with him. Her name is Fluffy. She is a "country dog" meaning that she runs loose, and she chases cars. We always slow way down so we don't hit her. The funny part is that she only chases cars when George is home. If he isn't home she doesn't even get off the porch. I stopped one day to tell him that and he thought it was funny, but was also relieved that he wouldn't come home to her run over out in the road.
It is a PITA to open and close the 16' gate on our driveway, but it keeps our dogs IN and other dogs OUT. Our neighbor Kyle has a French Bulldog that he lets out every day when he gets home. He is outside with Pepe, but that doesn't stop Pepe from coming over to our house to see what's up, such as chasing chickens, tormenting our dogs and getting into trouble. Pepe is the world to Kyle and it would start a range war if I shot Pepe for killing my free ranging chickens, so I close my gate. The worst Pepe can do is insult my dogs by peeing on the gate post.
