Can a tamale steamer be used as a water bath canner?

Can a tamale steamer be used as a water bath canner? It has the steamer tray in the bottom.

Is it tall enough to cover the jars? If so, I don't see why not.

the Ball Blue Book says water should cover lids 2 inches...

They are huge pots from what I can remember so I think it would work. I never used anything other than giant stock posts, myself for water baths.
