The 10 with the lowest rates will have a long, long way to go to come close to the 10 states with the highest.

Things (stats) are gonna be skewed by the new federal accounting for a lot more crimes than only for the 8 of the most serious crimes to 29, with the 2021 accounting.

Some state & local government were already missing deadlines.

The Carolinas are 2 planting zones warmer than me. Soil is much different. You could consider Kentucky or Tennessee.
I think I would want to research where to move before you do so.
You could contact Major Catfish. He lives in South Carolina.
Exactly why I'm investigating now. There's quite a range of choices.

You could consider Alaska, of course having one of the highest domestic violence rates in the entire country and some of the lowest test scores in our public school‘s and more than our share of hard drug/ alcohol/homeless rates and up to 8 months of winter could be a deterrent; However, we ain’t got Snakes!

I believe western N. Dakota had less crime than anywhere i’ve lived but after spending my first winter in Alaska; i tell people “this is like Miami next to where we moved from! We have 15 more frost free days here than in No-Dak.
And they had snakes!
