Another aspect of that. The local governments wanted us to honor local wage scales. If we start paying above local wage scales, local indigenous businesses could not survive. They could not afford to raise their wages and stay in business.
Over the last 4 years or so the government in South Africa raised the minimum wage across the board for everything so much that some jobs now demand a wage around three times as much as it used to be. Farm workers' wages (a huge employer in the region I lived in) doubled. Needless to say many, many people lost their jobs as a result and crime rates went through the roof.
